Operating levy referendums fund the day-to-day operations of the district (teacher and staff salaries and benefits, supplies, utilities, curriculum, transportation, co-curriculars).  Operating levies must be approved by voters.

Referendum funding has been part of the school funding mix in Minnesota as long as the school district has existed.  It allows local communities to provide funding for their local schools based on local priorities.

From the 2019/20 school year to the following school year, Fillmore Central experienced a decrease in enrollment of 37 students, dropping from 612 to 575 students. (This decline coincided with the onset of the Covid-19 shutdown in March 2020.) Unfortunately, this enrollment has not yet recovered. This decline has resulted in a loss of general fund revenues of approximately $370,000 annually.  
 
In addition to the decrease in revenue, we have experienced a significant rise in costs due to inflation. As a result, Fillmore Central ISD 2198 is projecting a deficit of around $500,000 for the 2024/25 fiscal year.
 
Fillmore Central will need to continue to closely monitor the budget moving forward, especially considering ongoing enrollment declines and funding shortfalls, even if the operating levy is approved. 
 
 

The question on the ballot invites voters to consider increasing our district’s general education revenue by $834.85 per pupil for a 10-year term, incorporating an inflationary factor.  Based on our enrollment projections, this new levy would generate approximately $500,000 in additional funding for the first year, with an inflation adjustment for years 2-10.

The School Board is responsible for balancing the budget.  If the referendum does not pass, they will have to find ways to reduce expenses and/or bring in additional revenue.  These are examples of potential areas that may be considered:

  • The number of students per class may increase.
  • Classroom support positions may be eliminated.
  • Programs may be eliminated.
  • Bussing routes may have to change.
  • Additional fees may need to be implemented.
